Common efforts to build ecological civilization in a sustainably developing green Baoshan

Green development guarantees the sustainability and an idea people uphold for life. The green development should be based on constructing an ecologically livable city, completing the ecological civilization system, enhancing comprehensive treatment and hastening the steps for energy saving and emission deduction. Baoshan is now exploring a green and low-carbon developing path to make a district suitable for living as well as for production.

 

I. Reinforce the regional environmental treatment


The sources of pollutants should be strictly placed under supervision to bring environment management under law and to improve the water and air quality. Soil polluting treatment should be enhanced to realize substantial improvement in regional ecological environment. 


II. Pace on steadily in promoting ecological development


Overall greenery should be increased and adjusted so as to serve for the areas of a “500-metre-radius” standard, allowing residents to actually feel the greenery.


The greening project to be accomplished by 2020 includes: 100 pieces of park green land, 100 district-level boulevards, 100 gardens in the communities, 100-kilometre urban green walk, 100 ancient valuable trees under key protection, 300,000 square metres of  vertical planting and various green lands amounting to 500 hectares. Average park green land per person should reach 124,000 square metres in the district with regional forest coverage of 15.5 percent so as to achieve a proportionally distributed greening layout with large amount.


III. Carry forward energy saving and emission deduction


Boosting energy saving, emission deduction and low-carbon development. Enhance the environmental access and policy guiding to propel the urban function layout, industrial structure and production and living mode to switch toward a resources saving and environment protection trend. The prevention from the sources should be strengthened by cutting low-efficient land use. The outdated productivity should be tided out; traditional industries like steel and construction material upgrade should expedite. Tighter control will be laid on energy consumption and carbon release. With constructing a circular economy industry as the key, ecological transformation in the industrial parks should be enforced while the pilot for such economy can expand to other fields later. The construction for energy-efficient residence and water-efficient district will move forward. The energy-saving market mechanism should be completed to promote water-saving technology and low-carbon development should be performed in the pilot areas. A green port construction is speeding up and the ships are encouraged to use the electricity when pulled to the shore.  


Promoting classification and comprehensive use of garbage. Knowledge for garbage classification should be properly spread so as to better dispose and make use of solid industrial wastes and dangerous wastes. Household garbage classification system can be simplified and completed. More garbage process factories and classification centers will be established. The goal for household garbage process is to cut the amount, erase the hazards and turn them into resources.


IV. Establish and complete the environment protection system


To realize the reform of ecological civilization, respective responsibilities for the government and the discharging entities should be clearly determined. Under governmental surveillance, market mechanism should play a full role in constructing an ecological civilization system that benefits the environment improvement.


Industry-supporting policies should favor the special projects on energy saving and emission deduction, technology upgrade and industrial waste prevention. Preferential aid and guidance will be given to pollution-treatment exemplary projects. Different parties can be introduced to participate in ecological environment building though means of land, planning and finance. Marketized environment protection modes like contractual energy management and social environment inspection service and third-party treatment should be pace up.
