Located in the north wing of Shanghai and adjoining Yangtze River in the north and Huangpu River in the east, Baoshan jointly guards Wusongkou with Pudong New Area, and is only 16km away from China (Shanghai) Pilot Free Trade Zone. As an important hub for the joint and integrative development of the Yangtze River Delta Economic Circle, it governs three streets, nine towns and two industrial parks distributed in an area of nearly 300 k㎡, and has a permanent resident population of more than 2 million.
In the tenth year of the Yongle Reign of China’s Ming Dynasty (1412), artificial mountains and beacon towers were built within the county to guide the ships, and Emperor Yongle named the county as “Baoshan”, as well as compiled the Baoshan Ancient Beacon Tower. Baoshan is rich in humanistic connotations, and has long been known as “Oceangoing Portal” and “Key to Seven Provinces”. It is also the earliest region of China which opened itself as a commercial port. In the late Qing Dynasty and the early Republic of China, it was a place filled with institutions of higher education, today, there are more than 30 colleges and universities as well as scientific research institutions like Shanghai University, and many industries based here have written glorious chapters in modern and contemporary Chinese history.
Since entry into the “11th Five-year Plan” period, Baoshan has been going through an overall transformation from a traditional industry base into a modern riverside urban area through actively promoting the industrial restructuring and the integration and interaction of urban functional forms. In the grand chapter of macroeconomic construction, Baoshan is elevating ecological environment and transformation development to the strategic height of sustainable development. Today, such ecological construction demonstration points as represented by Wu Song Pao Tai Wan Wetland Forest Park and Gucun Park have formed a new pattern integrating human being and nature as well as economic development and ecological protection. The “Five-olds”, i.e., old factories, old warehouses, old docks, old ports and old yards of Baoshan have been successfully transformed into the clusters of modern service industries like cruise tourism, culture creativity, design R&D, etc., continuously displaying new vitalities. Besides, such scientific and cultural facilities as represented by Yangtze River Estuary Science and Technology Museum and Shanghai Museum of Glass, as well as such events like Shanghai Baoshan International Folk Arts Festival, Shanghai Cruise Tourism Festival and Lake Malaren Music Festival, have created a rich and colorful humanistic atmosphere, and become the golden business cards of the construction of socialist material civilization and socialist cultural and ideological civilization. Nowadays, the external images of Baoshan have changed from the “Splashing Sparks of Molten Steel” into “Romantic Cherry Blossom” and “Cruises Sproy”. In the future, the development of Baoshan is bound to be more ocean-oriented with the construction of “Four Centers” and China (Shanghai) Pilot Free Trade Zone in Shanghai.
During the “12th Five-year Plan” period, following the general requirement of “Striving for excellence in economic development, people's livelihood security, social administration, cultural construction and ecological improvement” and sticking to the general goal of “Building a demonstration zone of accelerated economic development pattern transition in the entire city, developing the best experimental plot in promoting urban transformation development and taking the lead to fundamentally realize urban-rural integration”, Baoshan has fully brought into play the riverside and coastal regional advantages to vigorously promote the construction of “Pilot Zone of China’s Cruise Tourism Development” and “Pilot Zone of Comprehensive Reform for the Development of Shanghai's International Cruise Industry” ; according to the industrial layout of "One belt, three lines and three parks", took as its priority to develop the six industries of information service, modern commerce, tourism & cruise service, professional service, intelligent equipment and advanced materials, so as to promote and incubate the new industries like robots and mobile internet; and accelerated the cultivation and building of characteristic industry clusters like Riverside Cruise Industry Development Belt, National High-tech Service Industry Base (along Metro Line 1), Fudan High-tech Industry Base (along Metro Line 3), Culture, Science & Technology and Tourism Industry Base (along Metro Line 7), Baoshan Industrial Zone, Urban Industrial Park, Shanghai Industrial Park of Robotics, etc.
